wasnt the drowzee that bush and cassidy had on season 2 one of the strongest pokemon youve seen? i mean , he owned all of the opposing pokemon

It was the strongest Drowzee I've seen in the anime. In the dub they said something about being the founders of Team Rocket's breeding center (I suppose after The Breeding Center Secret they continued it within the team or something) and raised it special themselves.

If that IS the case, then they could drop out of Team Rocket and make a killing as pokemon breeders. As long as they keep the cages under wraps and avoid taping back the eyes of certain pokemon, of course.

EDIT: The machine was actually used to spread Drowzee's hypnosis attack all over the island so that Butch and Cassidy would have them under their command. When Butch and Cassidy were commanding Drowzee to battle from the rooftop, it was no longer hooked up to a machine and it was quite the formidable opponent.
