theres one on the abandoned ship between Dewford and Slateport. Or, you can get a Blue Shard from a Clamperl, and give it to the Shard guy.

Find a blue shard and trade it by the guy that's near mossdeep.

Or make a pokemon from fire-red leaf-green pokemon to hold one and trade it in

Trade a Pokemon from FR or LG over to Emerald. Or just use Theif and steal some Blue Shards from Clamperl and give it to the Shard guy.

Use theif or covet to snatch a blue shard from a clampearl then trade the blue shard for a water stone.

when you use dive in the ocean you should find a blue shard somewhere

catch clamperls until you find one that has blue shard attached to it, remove the blue shard and go to that shard guy near mossdeep and give him the blue shard, in return, he'll give you a water stone

They aint easy to find but you may find a another colour shard so its all good!

catching clamperls is too time consuming, i would take the advise of some of the other posters here and just use Thief on them. Happy Hunting!!
