You trade in 'Blue shards' for water stones in emerald.

You go to some hut off the eastern side of Mossdeep City to trade the shards in
~DTB ;384;

Search the dark blue ocean spots off to the east of Lillycove and around Mossdeep. You should find a water stone (and other stones) and a blue shard (and other shards).

Find blue-shards in the ocean close to Mosdeep...Find that dude in the house. And trade your shards for Water Stones. There is only like 2-3 blue shards though...

blue shard are traded for water stones... but if you can possibly trade the pokemon you want to evolve over to a FR or LG game, then that would work too (thats what I did... finding shards is hard)

Finding shards is as easy as finding a potion, actually. Like everyone before me that said it, underwater near Mossdeep and Sootopolis, there are some Shards and Pearls scattered around in the darkened areas.

Clamperl can have a Blue Shard. Bring a Pokemon with Thief or something and steal them from one.

If you don't wannt to get a blue shard just trade it from another game. But blue shard is easier to get if you don't have another game or your other game doesn't already have one.

Get Dive. Find a dark patch and dive. Get to the end of those cave/tunnel kind of things. And usually you would find a shard. Keep diving in dark patches until you find a blue shard and trade it with the guy who collects shards... (I forgot the city name he's near)

ways to get a water stone:

~ find blue shards underwater, trade them to nutcase just west of mossdeep.
~ use theif/covet/trick on wild clamperl to get blue shards, trade to nutcase.
~ after you get dive, go to the abandoned ship. in one of the rooms you have to dive to get to, you find a water stone.

Pretty much just do what lots of people said and you'll get a Water Stone. You could always trade from FRLG to get one very easily as well.
