You put Surf/Ice Beam on EVERYTHING. Post 6 definite pokemon with somewhat different movesets...

If you're going to use Kyogre, use Manaphy too. If you're battling by regular rules (no übers), don't use Kyogre.

Also, if you say, 'hey, I could use these pokemon as replacements,' and list their names AND movesets, no one will rate your team. It just becomes a huge wall of spam at that point.

It also seems you have no idea what you're doing regarding Natures. Don't say "forget natures." It's a -10% to one stat and a +10% to another one of your stats, so which nature you choose is important.

Ideas for you-

If you're using a Rain Dance team, use things that benefit from Rain Dance or things that receive a neutral effect from RD. Rain Dish, Swift Swim, DRY SKIN (pokemon who aren't water types benefit from this). You also don't HAVE to have water types that benefit from it- you could use a grass pokemon, and the Rain Dance would help with his Fire weakness. Or a Rock pokemon whose name isn't Tyranitar. Just stuff like that.

You need to counter grass types, electric types and pokemon that can sweep your entire team without being phased (Heracross comes to mind, water isn't supereffective and he might be able to OHKO most of your pokemon). Mixpert would be a good counter to Heracross.

Gyarados are notorious for sweeping entire teams with DD/Taunt/EQ (Ice Fang)/Waterfall. You could use this as well.

Don't use Kyogre, just use something with Rain Dance instead. No one likes facing übers (unless your friends or whoever you're battling doesn't care). Kingdra would be a good choice, especially with his Swift Swim.

Monotype teams generally PHAIL.

Instead go for a RDance team, using non-water pokemon too. Like pokemon with thunder, dry skin pokemon, swift swim, etc. That could actually work.

Kyogre without Palkia? If you're going to be using Kyogre at least unite these two in holy matrimony.

This team looks more like a bunch of water types with standard movesets thrown together, seeing that there's very little harmonisation between the different pokemon.

If you want to build a rainy team a decent special wall is a must on the team. Metagross is also a good option for both offensive and defensive purposes.
