You can water them with the Wailer Pail which you get in the Flower Shop right outside of Petalburg Forest.

To get best results, you need to water the berries once in each phase (sprouting, growing taller,... ).

I'm not sure, but someone in the Pretty Petal Flower Shop tells you that it will go back to it's seed phase. Have never really tried it since I pick up most of my berries, though.

Yes, if don't do anything with it, it just goes through the whole cycle again and again.
