It still takes out 5/6 of your team.

Swampert ice beams your salamence while taking 3hko from its dragon claw with max hp and special defense evs and elemence should carry hp grass anyway.

Suicune can't roar out the curses so it loses to swampert.

Swampert beats tyranitar almost all the time.

Zapdos can barely damage it, hp grass solves the problem as well as being standard.

Heracross *could* take it out but relying on it for swampert isn't the hottest idea.

Skarmory can't touch it and even though it can spike and roar it out swampert can still surf/hydro pump it.

It is illegal because they are both egg moves and:

1. No pokemon that learn drill peck naturally (Fearow, Dodrio, Zapdos [who can't breed] learn whirlwind via egg or level up and there is no tutor.

2. No Pokemon that learn whirlwind via egg move (aerodactyl, crobat, etc) can't learn drill peck via level up.

3. No pokemon that learn whirlwind naturally (pidgeot,etc) can't learn drill peck via level up or egg move.

So pokemon like xatu, murkrow, and SKARMORY who all learn whirlwind and drill peck as an egg move can never get both at the same time because the 'father' can never have them at the same time.

Lol, this guy is messed up. Use the CB zapdos set if you are gonna use Steel Wing (DP/TB/Steel Wing/HP Ground). Zapdos has quite a number of other options. Check at Smogon plz, as I won't have time to place all the sets in here
