Bagon wishes to fly. It cannot as it has no wings. It jumps off of cliffs to simulate it. All of this triggers its body to go through a metamorphic evolution (Shelgon being the pupa stage) to get to Salamence, which can fly. This is stated in most of its Pokedex entries.
For crap's sake. Can ANYONE ANYONE actually make an educated post as to why something doesn't make sense based on the themes of the evolutions or the mythos behind it?

Magikarp -> Gyarados / Feebas -> Milotic
They are mostly (Feebas and Milotic more loosely) based off of the legend of the Dragon's Gate in which a carp swims up a waterfall and becomes a dragon. Feebas and Milotic are also partially based off of the idea of the ugly duckling or the thought that beauty is what's inside and can be brought out if you believe in it or something.
Teddiursa to Ursaring. Gee. A small bear becomes a big bear. Preposterous.
