Starmie can't spin well, it can't switch into any spiker freely, and is forced to either, die to milotic and gyarados, or die to mence and has to constantly recover.

Claydol is clearly better then Donphan because of spikes immunity and it can actually toxic dusclops on the switch, where-as donphan needs a CB to do any meaningful damage to 'Clops.

Forretress is a good spinner, just a terrible spiker and attacker, and is a better spinner then both starmie and donphan.

hm, claydol and donphan aren't spikers, so starmie shouldn't switch into them

starmie is the best spiner tbh, actually being able to 3hko dusclops without getting screwed by wisp (shadow ball doesn't ohko), having more durability than any spiner with recover, and having good speed to clean and a good movepool to generally own any other water except for swampert

Edit: also, starmie is, along with cloyster, the only spiner that owns sub skarm, since ice beam claydol doesn't break the sub if skarm has max hp
