Articuno is meant to appear to people who are lost in icy mountains, whom are doomed.

Articuno appears to people in icy mountains, I don't know about Zapdos, and Moltres is just there. Legends don't have to have a story, you know. It could be that they are seen by so few that it is not truly known if they exist.
Each of the legendary birds basically controls their given element. Zapdos is said, in one of the pokedexes, to appear whenever there's a thunderstorm. Whether or not Zapdos causes them is up to debate. Articuno can control ice and chill air by flapping its wings. Moltres creates fire when it flaps its wings and can heal in volcanos (Really should have had a 'Fire Absorb' ability =/).
Basically they're masters of their element.

We also know that Blaine was rescued from being lost on top of a mountain by following Moltres to safety.

articuno saves people in snow capped mountains, moltres saved blane and i dont think zapdos saved anyone... also i keep on thinking that they have something to do with Lugia o_0 ( its the pokemon 2000 movie's fault for me thinking that)
