I consider it to be a rather basic attack, although one that's certainly useful especially in Contests given that it combos well with practically every attack for Appeals. Other than Mewtwo's super-sized Shadow Ball in Pocket Monsters 2019 though, the move is too generic to be overpowered at this point.
