it's attack is so much bigger then it's special attack, using dragon claw and solarbeam on it, is just wasting two move slots

Why do you have Kyogre and Groudon on the same team? Their weather abilities completely cancel the other's out. It's best to either focus the team around Kyogre, or Groudon, Groudon being the preferred one. I mean, you have Kyogre, but none of your other Pokemon have Thunder instead of Thunderbolt to take advantage of the rain. Also, you have two Pokemon with Fire-type moves, which are rendered nearly useless in the rain. My advice is to ditch Kyogre for another Pokemon that can actually use the sunny weather, such as Exeggutor, Vileplume, or Houndoom. Just an idea.

I like this set for Ho-Oh, though the CM set works too:

Icosahedron i have kyogre and groundon but i don't use them together because kyogre is faster so drizzle gets canceled to drought. Scizors weakness is fire but with drizzle on i have survived a fire blast from a level 100 groundon. by switching between kyogre and groundon i strenthen diferent parts of my team, which is flexible enough to protect against most types. am only just starting to learn about attack and special attack though...

i normally use all leftovers, but stupid rules for colloseum battles won't let me...and theres no-one else to battle.
Thats why i dont like colloseum and can't wait to get Pearl.
