What do you think is the capital for Hoenn?

What do you think is the capital of Hoenn?

This thread is just like the other thread on the FR/LG discussion except its different. Anyways, I think Rustboro City is the capital of Hoenn because it has the gym leader Roxanne, the Trainer School, the Devon Corp. is found there. Remember that bigger and higher population doesn't always mean it's the capital like Washington is to the U.S.

What do you guys think?

Probably either Rustboro or Lilycove, in my opinion.

Rustboro is a rather large size, with the Devon Corp., Trainer's School, ect., and I think the "Capital City" image suits it.

Lilycove is also VERY big, and it has a lot of attractions and things like that. (i.e. the department store, art gallery, contest hall, harbour to name a few)
Seems like a capital city like place to me.
