What if each Gym Leader/Elite 4 member/Champion/Trial Captain/Kahuna were the 1st Gym Leader?

As mentioned by Brock in Pokemon Origins, each Gym Leader adjust their Team depending on the number of Badges a Trainer has. What if each Gym Leader/Elite 4 member/Champion/Trial Captain/Kahuna were the 1st Gym Leader?

Some general Rules:
As besides Milo whose Ace is lv 20 and has BST of 460 most of 1st Gym Leaders have their Aces leveled between 12-15 and the highest BST is 411 for Viola's Vivillion, followed by Brock's/Roark's Onix at BST of 385. Also most 1st Gym Leaders have 2 Pokemon only (with view 3 Pokemon Teams). Hence to make it fair here are the rules:
1. Team of 2 Pokemon with the Ace being level 15 or below.
2. Highest BST available is 411, preferred BST below 400.
3. Preferred for the Pokemon to be in the same Evolution families as Pokemon canonically used by the mentioned Trainers.
4. Only Pokemon available in their home Region (No Johtomons for Kanto Gym Leaders besides Janine, Platinum dex for Sinnoh Trainers).
5. Preferred are Pokemon from the Trainers specialization. Please argument if you use other Type Pokemon.
6. Under-leveled Pokemon evolutions are available as long as the BST rule (BST of 411 or below) is followed.
7. As per Champions, please choose Pokemon from Champion's Team which share a Type with each other. If you choose different Pokemon please argument why such Pokemon were chosen and which Type would the Champion represent.
Bonus: list the TM/TR the Gym Leader would give once defeated (make it a TM/TR of a 1st Badge caliber, no EQ for defeating Giovanni).

Like the line-ups, I would mostly do the same with few exceptions:
I would replace Hoothoot with Wingull to give the Team some diversity and Winona has Pelipper on all of her Teams
Also Lunatone and Solrock are above the 411 BST requirement. Since it's a first gym a 2 Pokemon battle against Natu and Baltoy should be enough
For Wallace I would replace Feebas with Barboach and for Juan I would replace Luvdisc with Corphish

As per Levels I will treat the Mai's lv 10 Munchlax+ Lv 12 Alpha Kricketune as the 1st Gym Leaders levels. Wanted to go with Irida's lv 17 Glaceon + lv 18 Alpha Kleavor as the benchmark but both BST are too high compares to other 1st GL. Also you get the 1st promotion after the Kricketune fight I see it as 1st gym equivalent.

For Wardens I counted their Noble Pokemon as their own (otherwise it would be even wodze)
