as far as I know it's like a mind controlling device that controls pokemon for some time, kinda looks like a whip, but besides that I don't know much about it*faints*

It's a Capture Styler. A Pokemon Ranger basically twirls it around until an bluish aura surrounds the Pokemon, and it lets you use the Pokemon.
