What is the deal with Volacanion exactly? No Lore, No Legends... almost nothing.

So if you've been a long-time Pokemon fan then you know that the Games, Anime, and Manga do a decent job fleshing out these legendaries. For example it was the Anime that introduced Deoxy's regeneration and cloning features which we would see again in Pokemon Generations and the Manga. In the Manga, they often showed many characteristics of a Legendary only hinted at in the Pokedex, like Suicune creating illusions out of mist, of the games and the games obviously fleshed out the legendaries through little story-filled sidequests or people speaking of legends of a great mysterious Pokemon that roams nearby. Practically every Legendary Pokemon before Gen 7 has been fleshed out... except for Volcanion.

Volcanion is a weird legendary because his movie just depicts him as a guardian protecting abandoned and abused Pokemon and that's really it, Pokemon Adventures and the Pokemon TV series doesn't introduce or mention Volcanion at all, and the 6th generation of games don't have the event quests of 4th and 5th gen but even then there are ways that legendaries like Hoopa or Diancie are hinted at throughout the game except for Volcanion. His pokedex entry often states...

"It lets out billows of steam and disappears into the dense fog. It's said to live in mountains where humans do not tread"
"It expels its internal steam from the arms on its back. It has enough power to blow away a mountain."

That's really it. It just says that Volcanion attacks with steam, disappears into dense fog, and lives in the mountains somewhere. Many of the Pokedex entries often features legends and lore but Volcanion doesn't have any legends or lore in his Pokedex entry and neither does the movies, TV series, and manga mention of this. It seems almost like people behind the other Pokemon Adaptations had no clue what to do with Volcanion that he was literally rushed in at the last second, as in it wasn't originally planned at all to be in the 6th gen.

With that being said. What is the deal with Volcanion? What do you think his legend or lore is supposed to be? Do you think GameFreak needed another legendary at the last second? What is his potential home in Kalos?

There's a lot of things in Gen 6 (Kalos especially) that seemed to have gone unused, were rushed, and/or were put to use at the last minute.

I'd like to think Volcanion originally was intended to have something do with Route 13 and the Power Plant. Such a large mountain-y (desert-like if nothing else?) route with so many things suposedly unexplored, like all of those Power Plant entrances. Heck, even if that wasn't the intention, I feel Route 13 in of itself has things that went unused.

Most important information about Volcanion was from Lumiose Press:
On the XXth day of the XXth month at Cafe Kizuna in Lumiose City. In the southern part of the Kalos region, there seems to be a custom to revere Volcanion as a nation-building Pokemon. People seem to believe that a steam explosion caused by Volcanion created the plain where they live. As a matter of fact, a huge mountain range suddenly disappeared due to an unexplained explosion in that part of the region in the past...
These seem to reference to region of Occitania, the mountainous region that covers most of southern France and whose regional flag Volcanion takes its design from. Wow. That's actually a lot more interesting. If they ever do a third version remake featuring Zygarde, such lore could easily work as an expansion pack exploring an entirely new region. I don't mean an event, I mean like something on par with Skyrim's Dragonborn DLC, exploring the ecology of what Volcanion created to give a sense of scale and scope of how Volcanion alter's the terrain leading to different cultures and environments. Although I can also see GameFreak completely ignoring these datamines and go for something else... or nothing and just keep it the way it was.

It's like a decade from now at best, but probably. The ORAS event established that Volcanion exist in other regions, but I doubt it will ever pay off.

Not really. Diancie is hinted to have a strong connection to the reflecting cave where Carbink can be found, it's not a lot but it's already way more than Volcanion's as it's associated with a established location of the Kalos region. Magearna's lore is that it is a man-made Pokemon built 500 years ago for the King's daughter. That could easily be worked into an RPG quest where Magearna awakens 500 years later from her pokeball form. Marshadow's lore is established to be a cowardly trickster, shadowboxing people's movements. In the movie, ignoring all the Ho-oh stuff, he's also shown the ability to affect people's minds and we can't ignore movies, at least when it comes to detailing biological functions, as it did gave Deoxys his cloning and regenerational abilities that featured in later media. Zeroara is probably the only one that doesn't really have a lot of official lore to it like Volcarona.
