A common one for me is Chansey.You think you've got it and it pops back out.
And as you know its all up to luck!!

Chansey and Skarmory are definately the 2 pokemon iv'e had the most trouble with when trying to catch them.

well mine is a chansey and once i tried getting a metapod it kept using harden to raise defense i kept throwing balls at it would never catch

Natsu no Maboroshi
Chansey. It took me a long time to find a shiny one and catch it. One week or so.
