what is the hardest non-lengedary Pokemon to catch?

The hardest Pokemon I ever caght was Abra it keeps getting away with Teleoport

And as you know its all up to luck!!

Magmar - they are surprisingly hard to find and harder to catch
but maybe that was just me...

well mine is a chansey and once i tried getting a metapod it kept using harden to raise defense i kept throwing balls at it would never catch

Chansey. It took me a long time to find a shiny one and catch it. One week or so.
