Just make up a phrase and it will change where Feebas appears. That's it.

I'm new to da forums but i beat emerald a few times. lik da others say, ya talk to guy in dewford which changes da six tiles where you can catch feebas. To evolve feebas into milotic (arguably da most beautiful pokemon) you feed it dry pokeblocks until it reaches max beauty, den train it 1 level.
