A WPA code functions like a security password for a protected router.

It has no bearing outside of a private residence because few if any public hotspots will require any sort of authorization code before you can use the connection, so long as they're free.

Yes, You don't need one for Public Hot Spots.

If you need one, then it is a Private net connection. Public hotspots don't use a encoding like WPA or WEP as it will prevent the customers using it.

DS Games should work with WEP or No Encoding, but not WPA. DSi and DSi enabled games do work with WPA.

Some Public Net connections will require you to use a Web Browser to Log in. DS games don't work there.
