It's hard between Groudon and Kyogre, but then again Groudon kills Kyogre..... So I vote for Groudon.

Actually, a Latias with Soul Dew can easily take down Kyogre, because ice Beam does less than 50% and Latias can Calm Mind in front of Kyogre
