I have beat the elite four, caught Raquaza, Groudon and Kyorgre and the regi's and just have to get Latios in the wild and have the two fossils. Is there anything else left in the game apart from searching for pokemon in the grass?

You can try and complete the Pokedex for as far as you can, you can make a perfect team of your dreams by breeding, making movesets, EV-train your Pokemon etc., you can do the Contests, you can challenge the Battle Tower or just train the Pokemon you have to high levels. There's a lot you can do. You can also look around for various secrets: look for items underwater, go to areas like waterfalls and see what's there to see, use your itemfinder to find stuff, things like that.

You can always find something to do. Take the time to explore areas you haven't visited before.

Examples:
• Route 115 North - An assortment of secret bases. A couple of trainers too.
• Route 123 East - You have to go south from Mt.Pyre, but you get the Solarbeam TM and battle trainers. Bring a Pokemon with Cut!
• Route 120 - you pass through it, but most people are in a rush to get to Lilycove so they miss many things on it.
• Route 124 (sea) - there are places to dive that lead to shards.

If that gets boring, then you can always keep raising your Pokemon, growing berries, filling your Pokedex, ...

There are contests and the Battle tower (in Emerald the whole frontier), there's the Trick Master if you've forgotten him. You could chuck all your ubers out of the team and all your EV- SUPER- *insert whatever adjective could be used to describe it* -trained Pokemon that have been trained precisely, bred, with everything calculated and the correct nature and movesets, and get a Taillow level 3, a Ralts lv 4 and (let's say) Cyndaquil lv 5 and return to Littleroot Town. Now go around Hoenn again, training until you go crazy.

And if all fails, there's the obvious "Select + ^ + B" method which erases your saved game and you start the game from scratch.

Ultimately, there's your local games store where you could buy a version of Pokemon you don't have. And once you've strained every drop of fun from your games, it's time to face the great outdoors. Go hiking, take a trip into nature or read a good book. Or just wait for the next installment of the Pokemon games. It's up to you. :)

Well, raise all your pokemon to level 100, complete the pokedex, get loads of ribbons, and fill the art museum, get your boxes full of level 100s with full condition and many ribbons! You can never really run out of things to do, if you've used record corner try battling your friends. And sometimes meeting up with them to play a bit. if you have no pokemon-loving friends, find some. if you can't, do what i mentioned before the record thing...

Like Blackbelt Jackie said. Do pkblocs (wich I enjoy) with my friend, link battle, trade and record mixing. If you don't have friends and/or a cable, do contest, gets ribons, get loads of lvl 100s, EV train, try shiny hunting (can be boring), make record (999x elite four defeated maybe?) or just restart from litelroot w/ low levels pokemons.

Contests are tons of fun for people who are stuck in the game. And if you have Emerald you can do the Battle Frontier which is like a seperate league of its own

You can try making a record on the cycling road in mauville/slateport.
Otherwise just fill up your pokedex, but I dont think it is worth it. I completed it, but the dumb guy just shows you a silly diploma. You cant keep it and must go to him to see it. Dumb isnt it? How about making a team fully EV-trained with correct natures and stuff? Then you can battle friends etc. Otherwise, just restart your game and play the story. Its really fun this way, I did it and I know it. You can even stock up master balls so you can get good legendaries of great nature and EV-train it to be a killer!

Hmm you have Emerald so I advise you to train for the Battle Frontier. Try collecting all of the gold symbols that'll take awhile.
