What Pokémon do you class as "rare"?

Everyone here has a legendary.. so do you class them as rare?

I only class Celebi, Jirachi and Deoxys as 'rare' really as I can't bloody get them. Impossible, basically. ;177;

Of course most of those you can breed for more, but by any other means I'd consider them rare.
