I guess these drones in the preview will make public airings of the tournament (and maybe private ones for family/close people, hence Delia and Oak watching)
So instead of stadium we should get cameos of characters appearing, and honestly, the potential is limitless since they aren't voiced

That's a fair point, although we can't really say for certain how much Shudo's estate needed to be paid/Knowing Cilans VA is expensive af
Also, I kindaaa have a theory Pokemon got away with using Mewtwo again is by not directly referencing it's the same Mewtwo as before, sure it has the same VA and that theme so they want to convey it's the same one, but they never say it outright so therefore they can pretend it's not necessarily the same M1 character to avoid paying money to Shudo's estate. I'm probably wrong on that though

I don't understand who is spreading this rumours that Cilan's VA is too expensive. Mamoru Miyano voices many iconic characters such as Light, Okabe, Chrollo, Dazai etc and many side characters as well. If anything , he is less expensive than Kaji , who voiced Clemont for two episodes

Freaking Writers gave him specials with Brock and Cilan but couldn't bring him back for 1 episode

What is the airspeed of an unladen Swellow?
Or if the could be holding Cilan’s return for the M8. It might make sense to save that if they were planning on having both Ash and Iris there.
It’s also possible that they have had scheduling difficulties. Someone with that many roles might be hard to get booked for reasons that don’t have anything to do with cost.
Budget and casting isn’t decided by the writers…

Ash going against Steven and (presumably) Cynthia conveniently allows for quick and easy cameos for a good chunk of companions, even if they're not in the stands.
Steven's connected to Wallace, and both combined connect through to the Kalos trio, May, and Dawn. Cynthia brings in Brock, Cilan, and Dawn once more. Iris on her own practically mandates a Cilan cameo.
The only ones not connected through these two Champions are Misty, Max, Tracey, and the Alolan gang. But we know Tracey's watching, and Max can be right beside May for that one, and the Alolan gang know where and when this bracket's happening. So, Misty's the last one standing here.

To play devil’s advocate, the specials can enter production at any time and be ready in the future due to their airing flexibility. A normal episode has to be pencilled in pretty tightly.
