Steelix, Sudowoodo, Croagunk, Crobat, Forretress and Ludicolo.
Much people seem to forget Brock's Croagunk did beat Team Galactic's Toxicroak who beat Gary's Electivire and Umbreon at the same time.

If Brock's Croagunk and Marshtomp would evolve then his best team would be Toxicroak, Steelix, Swampert, Sudowoodo, Ludicolo and Crobat.
