there actually a tracking device in ur pokedex, that's why everyone knows where you are.
Ever heard of video cameras?Do you have any idea how hard it would be to do something like that? We're talking about scanning them at a celluar level or so, something that basically requires someone to stand still and preferably be small.
You may as well ask "after all these years of existence, you'd think scientists would be able to examine the inner workings of an animal while it's moving" or "after all this time yuo'd think doctors would eb able to perform surgery on moving targets".
Probabaly because it can sent info and pictures to the professor and not send pokemon. Why would Oak keep working on new pokedexes? Because the pokedex doesn't know how many pokemon there are.
