it's short for saying either college or university (same thing, except universities tend to be more prestigious).

basicly, Joe - aka, Serebii - has finished high school and is currently in a college facility earning degrees for whatever job he wants to have in the future. just another example that NO ONE is too old for Poke`mon. and you can tell that to anyone who disses you at school.
