In my emerald I trained a eevee and it evolved into an espeon then as soon as it evolved I went to the girl in slateport where if you're pokemon likes you she gives your pokemon a ribbon but she said It doesn't like me enough. what's wrong

It's not if it likes you. The girl will give you a ribbon if your pokemon's EV's are fulled.

The staleport girl gives you a ribbon for fully EV training your pokemon, not if they like you.

Like the two posters above me, your Pokemon needs to have the full 510 EVs before the lady in Slateport gives you the Effort Ribbon. ;D

Keep training, try using a macho brace. Worked for me!
