Mine hatched on the island where I got the egg off that old timer, and evloved at lv6.

go groom your togepi, made it more easier to evolve. mine hatched in ceruleon cave & evolve at lvl 8. ;p

Mine hatched in one of the caves where you catch unown so it really through me off when it said "huh?". I thought some sort of legendary would show up...
