On route 111, look for a boy who is standing in front of a tree and is facing said tree. Talk to him and he'll give you TM43 aka Secret Power. Afterwards you should then be able to buy extra TM43's from Slateport Market.

On Route 111, North, near th e Old Lady's rst stop, there will be a Male Cooltrainer looking at the bushes, tal kto huim and he'll give yo uthe TM, you ca nthen but it and Hidden Power anytime at the little market at Slateport, ti sells for 3000.

You can only buy them after you get the tm from the boy on rt.111.
