You can find a moon stone in Meteor Falls. You can also steal them from Lunatones.

You can find one moon stone in Meteor falls and you can get a moon stone by stealing one from a Lunatone but it's a 5% chance of a Lunatone holding a moon stone

In ruby and emerald there is only one in the meteor falls
In sapphire you can covet/theif lunatones
In FR/LG there are quite some and train a snorlax to level 55 if you don't want to use tm 46 and covet clefairys
