where do you get a silver or golden wing and leaf and fire stone

Depends on what version you're playing. If you're playing Gold, then you get the Rainbow (Gold) wing after defeating Team Rocket in Goldenrod's Radio tower and then the Silver Wing in Pewter City.

If you're playing Silver, the you get the Silver wing after the Radio Tower and the Rainbow Wing in Pewter City.

As for Leaf and Fire Stones...East of the Nugget Bridge where you see Misty and some boy on the bridge, there is a house. It's where Bill used to be in R/B/Y. Now it's his Grandfather who lives there. Speak to him and he'll ask you to show him some Pokemon. When he asks for them, showing a Growlithe will get you a Fire Stone and showing an Oddish will get you a Leaf Stone.

You get the silver wing in the radio tower, and you get the rainbow wing after you catch suicune, entei and raikou and then talk to the people in the tin tower.

They take over the Radio Tower when you get your 7th badge.

If you have Crystal, you don't get the Silver Wing at the radio station, you get a Clear Bell there. I believe you get the Silver Wing from the old man in Pewter.

like milkshake said in crystal u get the clear bell from the radio tower director after getting rid of team rocket and then suicune attcks u at tin or burned tower and then when u catch it go find and catch entei and raikou and i think eusine at celadon pokecenter gives u the rainbow wing. I'm pretty sure that u have to talk to eusine because i haven't caught entei and raikou yet and i talk to eusine and he says that when i have caught all three i have to go show him

In Crystal, you get a Clear Bell after defeating Team Rocket in Radio Tower. With the Clear Bell, you can fight Suicune in Tin Tower. After catching it, go catch Raikou and Entei (they will be running around the land and found randomly) and then go talk to the three men in Tin Tower (I'm not sure do you have to talk to Eusine in Celadon City's Pokémon Center as well) and then stairs will appear and you can climb up in the Tin Tower to fight Ho-Oh.

You will get the Silver Wing after you've reached Pewter City. There's an old man near the route that leads to Mt.Moon, and he'll give it to you. After that you can go catch Lugia.
