Where Exactly is Regice?

Between Dewford and Petalburg, its in the corner somewhere

What, do you need to know what it says, or what to do when you read it?
I think it says basically what you have to do to open the door, but I'm not sure.
But this is how you open the door:
Ruby and Sapphire: Read the braille, then just stand there and wait for a couple of minutes, DO NOT DO ANYTHING, and the door will open.
Emerald: Read the braille, then do one lap around the room, making sure you don't cut corners or anything. (I don't think it matters which direction you go)
EDIT: You must do a CLOCKWISE lap of the room.

If you haven't opened the regi chambers.
NOTE: You'll use surf, dig and dive.
1. Get a relichant, a wailord in your party. Surf between pacifidlog and slateport water currents. If you generally stick do a downwards position, you should come up to a shallow water like this.

(There are dots because you can't place two spaces near eacher so dots in the borders are shallow, outside, surfable)
Or something like this, it fits on the screen.
-Save your game.
-Try to surf exactly from the middle of the right side. You'll see a deep water patch that can be only accecible if you use surf in one tile of the shallow water. Try to get that part and use dive.
-You'll be in an undervater cave. Swim downward and you'll see yourself in a loop made by a giant rock. One one side, there should be strange dots. Go up to them, read them and use dive.
-You'll be in a cave with all those strange dots on rocks around. Run to the north of the cave, read the middle part of the three tiled dots on the north wall and use dig. The door should open.
-You're in a similar romm. Again, go up to the dots, place relichant first and wailord last in your party then read the dots. It should be a shaking effect with three clicks and it will say "Three doors opened somewhere"
To get regice
I sugest you to bring relichant since it knows yawn when you cath it and have a huge specal defence as I recall.
AND bring 30 ultraballs and 10 timerballs. This goes for every regi.
-Go to dewford with a pokemon that knows surf.
-Surf upwards to petalburg, sticking to the most left side of the map. You'll encounter a few sand islands with one containing a buried item.
-Eventually, you'll see two islands with trees and a narrow canal between them. The right island has a archeologist on it's left part.
-Swim up from that canal. (You'll see a surfer that patrols the canal)
-You'll encounter a rock with six rock pillars. If you didn't opened the chambers, it will remain as a plain rock. But if you did, there should be an opening enter.
-IN EMERALD-There should be those dots again. Read the middle part, then do a clockwise turn over the room. Your direction should be exactly like this. (link) Oooops wrong link, here it is (link)
-IN RUBY/SAPPHIRE-Read the middle part of the dots that put away your gameboy for five minutes. Don;t do anything, don't press any button. Just put it down and go watch tv.
-The door should open. Before going in, there is one more thing you need to do.
-SAVE YOUR GAME! No body execpt those who are extreamly lucky can get regis in the first shot. Well, maybe registeel but still, you have to save.

Island Cave, Route 105, Dewford, Hoenn.
surf between dewford and petalburg until you get to 2 little islands on the west side. search until you find in inlet and go north. there will be the cave regice is in. you can only get in if you have opened the other caves. go up to the inscription press a and just wait for 2 minutes. it seems like 5 minutes, but just keep looking at the inscription.
