See above. It's a fairly large house to the west of the Pokemon Center. There's nothing to do before getting Cut at all; just talk to the man in the house and he'll give it to you.

yea just like everybody else, its in rustboro next to the pkmn center with a sign in front that says "cutter's house" hmmmm....

Check the house that's next to the pokemon center on the left in Rustboro City. Talk to the old mah, he has it.

yo don't listen to them you can obtain cut once you reach ever grand city get past victory road and you should see gary , he will give you the HM cut.
