There's no Cave of Origin in FR/LG. Only in RSE. And Shuckle can only be obtained in Colosseum, XD, or Emerald (Extra area in the Safari Zone.).

Rock Slide's Move Tutor in LeafGreen is found in Rock Cave. He's a boy that's kind of hidden in the second room if you enter from Lavender's entrance.

Actually, Shuckly is available in FR/LG. You need mystery gift an access to wonder spots. I'm not sure on how it works, but once you use the wireless adapter and use mystery gift at a wonder spot, it makes Shuckle and a lot of pokemon (That are available in emerald, btw) available in leaf green.
Shuckle can be found in Altering Cave on Outcast Island, located North of Six Island. Usually, you'll only find wild Zubats there, but once you fiddle around with wonder spots and mystery gift, you can unlock a whole bunch of other pokmeon. And of them is Shuckle, so that's where you can catch it.

But since most people don't have access to wonder spots, I would suggest that you trade one over from Emerald or Colosseum.
