Where is sludge bomb located in emerald

I recently caught a shiny golbat with a hasty nature and am planning on giving him the ever popular sludge bomb, HP ground, arial ace, and shadow ball move set. I would like to know where can I recieve sludge bomb in emerald. Please give in depth directions to the area. Once my question is properly answered feel free to lock up this topic.

Its in Dewford town.. a guy in the "trendy phrase" house will give it to you when you talk to him.

I think he appears there after you beat Norman.. not positive though
