Where should I go?

I just beat Mt Pyre (both the trainers inside and Team Aqua), and tried to go to the islands to the east of Lillycove. But Aqua are using some Wailmer are blocking the way. I try north, and find their hideout. Only they won't let me enter.

I'm not sure where I'm supposed to travel to next. Can anyone help?

Slateport? If in Emerald maybe Jagged Path + into Magma's base,

you go to slateport to find Gabby and TY interviewing Capt. Stern then team aqua come barging in and run off to the base.
and then you will be able to go inside.

For Emerald: First you go to Slateport and you will see Team Aqua steal the submarine. Then you go to Jagged Pass where the Magma Hideout is and you will battle Groudon there. After that, go back to Lilycove and go above to the Aqua Hideout. If I'm wrong, please correct me, I haven't played Emerald in ages.

However, if you're playing either Ruby or Sapphire just go to Slateport. Well, for Sapphire do that. I don't have Ruby so I'm not sure about Ruby.

However, if you're playing either Ruby or Sapphire just go to Slateport. Well, for Sapphire do that. I don't have Ruby so I'm not sure about Ruby.

For Magma's hideout(All the way through) and Slateport Harbor(Until Team Aqua steals the submarine), I think you can do both of the above in any order, but I suggest doing Magma's hideout first, just to make sure, if you have emerald(no, you don't battle groudon at magma hideout, you battle Maxie, the Team Magma leader), but if you have r/s, then you're free to go to slateport city harbor and talk to Capt. Stern to trigger Aqua stealing the submarine. Just don't do Aqua's hideout until you do both(if you have emerald), or, if you have r/s, because the former doesn't exist in those two games, the latter of the two(once again, only if you have r/s), because Aqua's hideout will be blocked until you do either scenario containing the aforementioned things you must do to un-block Aqua's hideout...

I would beat the Magma base first, then go to Slateport and furthermore into the Aqua base. At least, that's the way I've done it all previous times.
