Where to find Lapras?

I've been trying to get another Lapras by means other than breeding and recieving one from the guy in Silph Co. I know they are found in the Ice Cave, but do not know which area it's in. Can someone give directions?

In Icefall Cave, in the place you find Lorelei, there's a lake above. Surf there and you may find Lapras.

Which doesn't say whether to find it on Land or Water. <.<;; Lapras does seem like a Pokémon that could be found on land after all.

Also, just thought I'd mention that Lapras only has a 1% chance of appearing, which is half the chance of Chimecho appearing.

its pretty rare, why not just breed for another one?

put an eevee or some low level poke with the run away ability first in you team and surf above where lorelii was when you fought the rockets
