To put it all together, show the old man on the soaf a pokemon with max Beauty (Miltioc is a good example), Tough, Cool etc. and he will give you a scarf of the max attuibute.

But he will give you the Scarf only if Beauty or Cool or whatever is maxed out, that doesn't go up anymore. In Slateport, Fan Club, man in sofa with brown suit.
