Cosmic Power? Espeon can't learn Cosmic Power and even if it did, Calm Mind should be used. Vaporeon only needs to Baton Pass Substitutes, unless its on a Baton Pass chain.

Yes use Vaporeon and you could use Wish also to pass to sweepers.

vaporeon, espeon doesn't learn cosmic power

Vaporeon's always been better. It has the defenses you need and can learn various other supportive moves such as Haze. I advise you use it for passing Wishes though. Much more effective and you don't need to use up a move slot for Baton Pass.
