Grovyle has teribble defenses and won't have much of a chance aginst brawly until it learns leaf blade. So either train grovyle or (which I recommend) catch taillow or ralts and train them up to level 16-19 and that should do it.
IMO none of the gyms is a big problem and hard to beat, but I would say Norman is a tough one 'cause his pokemon have a various pallet of moves, have (more or less) high levels at that point of the game and strong attack (reffering to Vigoroth and Slaking).

Back I guess??
tate and liza.
juan is a turtle comparing to them!

in ruby and saphire T&L were very, very easy.

but I´m almost sure that one thread like that were already made.

In ruby, T&L was quite hard otherwise everything else was quite easy.In emerald I choosed mudkip and traded a treecko the only trainer in that game that was hard for me was Norman. But T&L was harder to beat than Norman.

I personally prefer ralts over the others. Swellow isn't very useful in the rest of the game. Kadabra (or alakazam) has great sp.attack and speed but both defenses are horrible. Gardevoir however has great sp.attack and sp.defense and also good speed stats. Swellow has awesome speed. If you are after taillow I would suggest an adamant nature, gardevoir and alakazam (or kadabra) should have modest natures. Alakazam can learn the elemental punches, but gardevoir can boltbeam(which are definitely stronger attacks).
That is all I can say, the final decision is yours. As I said before personally I prefer gardevoir as it is the most useful (of the suggested trio) during the whole game.

I always struggled with winona. I didn't really like raising lightning & rock pokemon, so naturally i had a hard time. Oh well, I still crushed her in the end.

Oh ya and i used sableye on brawly and it was tres laughable.

i dunno who to vote for, but brawly was easy to take down if you got him to use his super potions before makuhita came out
