Either Tyrogue or Wynaut. Why?They were the ONLY Pre-Evos that accomplished SOMETHING beyond being marketing whores. I'll say Wynaut. It gave Wobby the weapons to become a broken beast of doom. And Tyrogue is one of the most pathetic Pokés out there...

There's hope for the 4th Gen pre-Evos, though. Let's cross fingers for Nintendo to not mess them up... though it seems they did already.

I find lack of smoochum, elekid, and magby and bonsly, munchlax, and manene on there vey interesting...... I mean, they could be as weak as a magikarp for all we know.

Smoochum, of course. 85 special attack is nothing to laugh at if you pass her some speed..... She is also adorable.....

Show me when we've seen a new pre-evo for an existing Pokemon that hasn't been a baby. Go on. :< And "best" is subjective; it could be cutest, strongest, or simply their favorite.

Anyway...Manene. The others are sheer "eh", but the one that [SPOIL]James has in the anime[/SPOIL] is ten kinds of "aww" wrapped in a package of cute and topped with sheer wuv, with some kawaii sprinkled on top and thoroughly mixed with pure adorable.

Wynaut, Manene and Tyrogue. Manene being my favourite of the 3.

Wynaut and Manene, because they're both good sources of light entertainment. They're also adorable and have neat evolutions.
Tyrogue because it breaks the mold by actually looking tough, as opposed to something that looks like it needs to be mollycoddled constantly. Also because it doesn't look like a total rehash of its evolved forms, like the majority of baby pokémon. *points at Cleffa and laughs*

Wynaut because it makes the almighty Wobbufet almighty. And if any baby pokemon is able to beat third stage pokemon, it's Wynaut.

Togepi <3. It used to be my favourite Pokemon, and it still holds a place in my heart for being utterly adorable and full of charm. I love Togetic, too, and it is actually a brilliant battler in underused play.
I also like Manene and the Kanto trio's pre-evolutions alot. There cute, without being too much, and overall have quite good designs.
My least favourite pre-evos are Ugglybuff, Pisschu, and Crappa. For obvious reasons.
