Lugia. For many reasons. One is that I had a Lugia that was almost unbeatable. But it really depends on the EVs and IMO this belongs in Pokepolls.

Lugia, because even with super effective attacks, Ho-oh will barely take 1/3 third of it's HP with thunder or Sacred Fire. Lugia has tons of super effective attacks against Ho-oh at it's disposal.

Lugia has a higher Sp. Atk. which can help with Hydro Pump and maybe one or two Psychics.

No, Ho-oh has higher Special Attack. Lugia has higher speed. They both have the same amount of special defence.

It could be any of them, because their only super effective moves have terrible accuracy. Lugia is faster so it can recover easily, but Ho-oh has some good Special Attack...it's hard to tell.

Lugia would win. Ho-oh's part Fire and Lugia can learn many Water attacks.
