Which Pokémon are the most useless in Pokémon games?

All Pokemon in some way are usable. Except Cosmog and Cosmoem. They can't learn any moves that can do damage. Not a single one. They are the only Pokemon like this. But, that's kind of the point of Cosmog, it's a baby, and Cosmoem is "dead".
Cosmeom can learn Cosmic Power, which can allow a doubles partner to use Psych Up and copy all of the defense boosts. Granted, that's not a good strategy at all, and you would be wasting slot potential, but it's theoretically something it can do.

But yeah, I agree with your statement.

Other than that, all other Pokemon can be used in some way, stats or not. But, Cosmog can't do anything except use Splash and Teleport until it runs of out PP.
And their level requirements is really HIGH they are bad because at least the Deino line and Drakloak are can fight.
The best EXP trick in the Ultra Games is the Chansey/Blissey S.O.S. location on the 4th Island

But it is locked because of the Blacephalon area blocker AND the ace trainer to the Chansey area (the road leads to the battle tree too) don't leave until you are the champion.

Definitely Unown. In the Johto games, it can be slightly helpful with Falkner and Bugsy if you are lucky enough to get one with HP Rock. Other than that it’s just wasted space in the PC.

Literally any water type is just better. Yes even Magikarp lol, flail spam > anything Luvdisc can do.

It does look like a "filler" pokemon for the pokedex.
It was only there so we’d have an unlimited supply of Heart Scales. That’s all what most of us did with them. Fish for Luvdisc and then use Thief or some other item stealing move depending on the game and then fleeing if it didn’t get KO and repeat.

Luvdisc gets Swift Swim Entrainment in some games and is the only Pokémon that gets that combo. It's quite a funny combo in doubles with Kyogre to give Kyogre Swift Swim after it sets up rain, and Luvdisc can also use its super fast Heal Pulse to heal Kyogre for maximum Water Spout damage. It's a weird gimmick that often doesn't work but it is a fun one.
