The klink line should really be in there because of the whole steam punk city.
Or maybe a steel/fire regional form with rusty and steamy aspects?

Klink-line is one of the few Gen 5 lines that haven't appeared in any regional dex, so sure.

*Of the original 151, only Krabby-line, Venonat-line, Mew and Tyrogue-line haven't reappeared in a Regional Dex since Johto. **
*Of the Gen 2 100, Teddiursa-line, Phanpy-line, Togepi-line, Sunkern-line and Unown have only appeared in 2 Regional Dexes.
*Of the Gen 3 135, Duskull-line, Numel-line, Spheal-line, Lotad-line, Slakoth-line have only appeared in 2 Regional Dexes, but Duskull-line is confirmed for Galar.
*Of the Gen 4 107, Starly-line, Burmy-line, Bidoof-line, Pachirisu, Chatot, Bronzor-line, Hippopotas-line, Rotom, Snover-line, Stunky-line have only appeared in 2 Regional Dexes, but Bronzor, Hippopotas and Snover-lines are confirmed for Galar. Rotom is unlikely to appear in Galar Dex due to Rotom Phone(see Rotomdex and Alola for reference).***

Other generations are far too recent or in Gen 5's case too large to comment, as there are tons of Gen 5 and Gen 6 Pokémon that haven't reappeared in Alola.

**As a side note, Meowth-line has only appeared in 2 Regional Dexes in their Regular Form, as they appeared in their Alolan Forms in Alola.
***Expecting a fair amount of Sinnoh Pokémon is reasonable, but expecting all of them is completely moot, because of DPPt remakes likely coming in this generation.

You're missing quite a few on that list.

Stantler, Seedot-line, Shroomish-line, Cacnea-line, Kricketot-line, Shinx-line, Cherubi-line, Glameow-line, and Spiritomb haven't appeared in any regional dex outside of their native region.
Sentret-line, Hoppip-line, Qwilfish, Poochyena-line, Zigzagoon-line, Wurmple-line, Taillow-line, Nincada-line, Whismur-line, Plusle and Minun, Volbeat and Illumise, and Gulpin-line have also only appeared in 2 (not counting ones that have just recently appeared in Alola or non 1st gen starters and legendaries, which you don't seem to have counted).

So I've been taking a look at the type balances in the Galar Dex, and here's what we have so far:

Normal: Wooloo, Snorlax, Noctowl, Cincinno, Braviary, Diggersby, Bewear
Grass: Grookey, Eldegoss, Leafeon, Roserade, Abomasnow, Tsareena
Fire: Scorbunny, Charizard, Ninetales, Arcanine, Flareon
Water: Sobble, Drednaw, Gyarados, Vaporeon, Lanturn, Quagsire, Mantine, Pelipper, Waillord, Milotic, Seismitoad, Jellicent, Wishiwashi
Electric: Raichu, Jolteon, Lanturn, Vikavolt
Rock: Drednaw, Rhyperior, Tyrantitar, Gigalith
Ground: Dugtrio, Steelix, Rhyperior, Quagsire, Flygon, Hippowdon, Seismitoad, Golurk, Diggersby, Mudsdale
Flying: Corviknight, Charizard, Butterfree, Gyarados, Noctowl, Mantine, Pelipper, Vespiquen, Braviary, Hawlucha
Bug: Butterfree, Vespiquen, Vikavolt
Poison: Gengar, Roserade, Garbodor
Fighting: Gallade, Lucario, Sawk, Pangoro, Hawlucha, Bewear
Psychic: Espeon, Wobbuffet, Gardevoir, Gallade, Bronzong, Meowstic, Malamar
Ice: Glaceon, Weavile, Abomasnow, Vanilluxe, Avalugg
Ghost: Gengar, Dusknoir, Jellicent, Golurk, Mimikyu
Dragon: Flygon, Haxorus, Hydreigon, Goodra
Dark: Umbreon, Tyranitar, Weavile, Hydreigon, Pangoro, Malamar
Steel: Corviknight, Steelix, Bronzong, Lucario
Fairy: Clefable, Sylveon, Gardevoir, Slurpuff, Mimikyu

This is already more balanced than some regional dexes and we still don't even know all of the Pokemon yet. It's a little heavy in Water, Flying, and Ground right now, but beyond that, there seems to be a good mix of types. Ideally though, they'll want at least 6 families per type (for monotype teams and gym leader/Elite 4 rosters), and we don't quite have that yet. We're not that far off though, we still need the following:

1 Fire family
2 Electric families
2 Rock families
3 Bug families
3 Poison families
1 Ice family
1 Ghost family
2 Dragon families
2 Steel families
1 Fairy family

That's easily doable, hell they could fill that much with new Pokemon alone.

You know given that so far it seems like Thorh and Sawk tend to be either in the same games as each other or serve as version exclusives, and since it's been confirmed that Sawk is in Pokemon Sword & Shield it probably means that while it isn't confirmed, it's probably pretty likely that Throh is in the game as well. Also I think even though it's part Grass type I think Whimsicott would be a good addition for the dex of this game as I think it would fit in and would add another Fairy type pokemon to the game.

Maybe they could also have the Litwick line in the game as well, and the Honedge line would be nice to see as well.

Underused Pokemon from previous generations should get spots in the 'Dex. Many of the Gen V 'mons only appeared in the Unova 'Dex like Maractus, Darmanitan, etc. and should be given the chance to appear here. Gen IV has been shafted a lot too. Purugly, Cherrim, even stuff like the Croagunk and Stunky lines, deserve more exposure. I'm tired of seeing the same old same old every generation.

But I think the original 151 have the highest chance of making it into the Regional Dex.

Wow, suddenly this topic gained a LOT of relevance. I never got why people cared about which pokémon would be in the game because eventually you could use whatever pokémon you wanted, but now this will become one of the most important things to look after in any new game.

For me, the list goes like this (I will just mention the first stage from each evolution line):

1-My absolute favorites: Caterpie (confirmed), Wimpod (confirmed)
2-Part of my Dream Team: Elekid , Phanpy , Drampa
3-Old Pokémon I was looking forward to finally use: Nidoran, Krabby, Horsea, Volbeat, Spheal, Cottonee, Gothita, Solosis, Boufallant, Skrelp, Dedenne.

There are many others I seriously would want to be in, so many favorites I would like to see with glow up models and use in new forms of interactions, but I will focus on looking after the ones I was seriously hoping to use on secondary playthroughs (since for the first time I would have multiple saves)

Probably not in the Galar-dex but will be added to the game during events.
That reminds me... of that dear app. Pokémon Pass. If that is the future for events... then some fans will be left out in the cold.
