Which Pokemon should I use?

I'm restarting my Sapphire, and these are the pokemon that I want to use, but I don't know which ones to use.
Sceptile, Gardevoir, Dustox, Pelipper, Torkoal, Magneton, and Donphan.

My dilema:
Sceptile can learn Earthquake, so I wouldn't need Donphan anymore, but Sceptile has a modest nature and low attack. Gardevoir can learn Thunderbolt, so I wouldn't need Magneton, but Magneton is part steel type and Thunderbolt gets STAB.

In conclusion, which pokemon should I use?

I can understand no Pelipper, but Dustox was there for Psychic and Darks.

Hey. It's your Dustox, but you did ask for advice, so I gave it to you. If you go with my Dustox set, put Reflect on Gardy.

Dustox's stats are low so if you are planning for a pokemon that can take psychic and dark, you should really get a volbeat with:
Signal Beam
Swagger
Psych Up
Baton Pass/Brick Break/Shadow Ball

Volbeat's attack is higher than Dustox's so it is more useful for Bug attacks.
Signal Beam has more power than silver wind and still keeps the extra STAB. Swagger and Psych Up combos speak for themselves. You also have an option to go all out against Psychics, all out against Darks, or pass the hightened stat to Donphan for a stronger attack.

To counter Psychic and Dark try with Sableye, immune to Psychic, Fighting and Normal, no weaknesses and it can learn Brick Break to be used against Dark and Shadow Ball against Psychic.
Also I recommend you to teach Thunderbolt to Gardevoir and get rid of Magneton and use Pelipper which helps you with Water and Ice type-moves and immunity against Ground.
