It's your decision.
I alway's go with squirtle or bulbasur because it help's me against Brock
But charmander is going to get killed against Brock and Misty.
But that's just my opinion

Squirtle, it's the easiest to get through the game with

On a side note, Charizard isn't a dragon-type

at first when i got the game i chose blastoise it was easy to pwn the leaders and get to elite 4 in 1 week.

i got a charizard and its quite tough at the beggining but gets really powerful so i suggest you get charizard if your quite experienced or get blastiose/bulbasaur if your new to the game

Guys and Girls I know Charizard isnt a dragon type but it can learn dragon moves so people consider it to be part dragon.

by people do you mean your little group of friends? no one considers it a dragon

and the easy guide to picking starters:

If you are on a beginners level, choose Bulbasaur
If you are intermediate, go for Squirtle
If you are an expert, and want a challenge, Charmander's ya main 'mon!

(I promise I will never say 'ya main 'mon' again)

Arcane Trainer
So? Hitmonchan can learn fire, electric, and ice moves but it isn't considered part Ice/Electric/Fire.

Besides that, Bulbasaur is the best starter if you're new to the game. Although it has problems in the 5th, 6th, and 7th gym, by that point of the game, you can cover up for it's weaknesses. Squirtle is the best starter if you feel you have some experince with the game. If you are confident in your abilities, you should pick Charmander. He's the toughest to raise at first but he gets a lot better later on.

Edit: Beaten.

Not many pokemon can learn dragon moves for one. for two have you looked at a dragon pokemon lovers page. they have a poll for your favorite nondragon pokemon that looks like a dragon, acts like a dragon, and learns dragon moves. 1 out of every three starters are these type of pokemon.(Charizard, Feraligator, and Sceptile)

Shiny Venusaur

hey bulbasur is not for beginers, sure im biaset sense venusaur is my all time favorite but i think it goes like this

Squirtle: begining level, good for the most part, gives verity
Bulbasur: intermediate, advanced level, good poke, but requires you to know what your doing and then your team need to have veriaty
Charmander: same as bulbasur

actually, it was said even by Nintendo, the grass starters are for beginners, water for intermediate and fire for advanced. I've raised both a squirtle, and a Bulbasaur, and there is a major difference...

Washu's Lover
I say pick your fav since they are all strong. They all have ups and downs though.

Charmander-
Pros:
Good for battiling team rocket!
Advantage against Erika, Koga and the elite 4 ice trainer (forgot her name)
Evolvesinto charizard a fan fav!

Cons:
Weak against water (can make the seafoam islands a challange)
First 2 gym battles are tough

Squirtle-
Pros:
Beats first gym easy
Can learn surf & strength

Cons-
Not so good for the 3rd gym
It's best moves have little PP

Bulbasaur-
Pros:
First 2 gym battles easy
Makes seafoam islands easier
It has 2 types

Cons:
Its evolutions are UGLY!
2 types = 2x the weaknesses
