You can find Seel, Krabby, Horsea and occasionally Dewgong.

Rarities:

Seel: Common
Krabby: Uncommon (Fishing)
Horsea: Uncommon (Fishng)
Dewgong: Very Rare

Really and truly
The Whirl Islands are four little islands south of Olivine and East of Cianwood. They are all connected via a cave that you can travel through, which contains multiple items lying on the floor and Pokémon that can't be found anywhere else.

The Legendary Lugia can be found within the islands, but you can only get to it if you have obtained the Silver Wing. In Silver, you'll get the Silver Wing after defeating Team Rocket in Goldenrod City (it will be at level 40 when you go to battle it) and in Gold and Crystal you'll get it from an old man in Pewter City (level 70 in Gold, 60 in Crystal).


You can only get to these Islands if you have taught one of your Pokémon Whirlpool.
