Ho-oh does work well with Groudon though.

The number of times ive seen people open with Ho-oh/Eggy and Groudon in ubers beggers belief.

This question has been asked way too much. The answer is Lugia. It can take Ho-oh's attacks as if they were nothing and, with a couple Calm Minds, take it out with Surf. Even if Ho-oh knows Calm Mind, as well. Lugia's faster, and would most likely take it out first.

However, as SHUCKLE MAN said, Ho-oh and Groudon work VERY well together, and if paired with Groudon, Ho-oh would probably win.

Lugia and Ho-oh do have the same special attacks though and they both learn (and are weak to) t-bolt. You are right about Lugia>Ho-oh though...

Lugia is a good PKMN with good stats and its Aeroblast attack is the best Flying-move around. Its movepool is varied as well so that's good. I'll go with Lugia.

Of coarse Ho-oh's gonna win when teamed up with Groudon. They're two pokemon. Lugia needs a pair too, for this matchup to be in equal favour

There is noone that Lugia goes brilliantly with though. Lugia with Surf and Thunder with a Kyogre wouldn't be bad, but Lugia can do better things than thunderdance. And Ho-oh+Groudon is better than Lugia+anything unless im missing something obvious.
