Neither will EVER evolve. Ever. However, Pikachu would be more likely if hell did freeze over since Meowth is like a human character and evolving would wreck TR
Can you imagine a Persian walking around on two legs like a human?
Pikachu at least wouldn't be very different if he became a Raichu. Aside from the fact that it'd be less comfortable for Ash if it jumped on his shoulder.
Of course, the only way I can see Pikachu even having a slight chance of evolving would be if the final episode includes an epilogue showing Ash many years later. As long as the show's still running, they'll definitely never do that.

Meowth can't even get a grasp on using pokémon attacks, let alone evolution.
Pikachu would be a more likely candidate, despite it's refusal to do so. If you recall, there was one episode which focused on particles of elemental stones being carried through the air, resulting in pokémon evolution. So if the gang ever wandered into an area rich in Thunder Stones, there's always the slight possibility of evolution being triggered accidentally.
But yeah. Either one of them evolving is about as likely as Ash ramming a rusty nail into his eye socket.

Honestly, I'd rather like to see Pikachu evolve against its will. It would make for an interesting arc, in which Raichu is vehement and angered and frequently attacks things. And it would give Pikachu character that it hasn't had in a very long time.

If you remember that episode with Tediuesa taking advantage of Ash co. then Team Rocket tried to capture it and it evolved. I don't think Tediursa wanted to evolve, it just did. Couldn't the same go with Meoth. And don't forget about Team Rocket Evolution Machine, what if it backfires and hit Meoth on an attempt to recreate it.;025;

Meowth hates Persian's with a passion and Pikachu made up its mind in "Eletric Shock Showdown" not to evolve into Raichu so thats that and quite frankly topics like these are stupid, Neither one is evolving so get over it already

Neither would. Pikachu is THE mascot for Pokémon; Meowth is a great mascot for it over in Japan.
Strictly speaking animé, neither still. Ash has grown too attached to Pikachu to change it by evolution. And Meowth can't evolve, as it took up all his energy to learn how to walk/talk. He can't gain any levels; he can't learn any attacks. This was already proven in the animé. Meowth said so himself.
And he's prejudice against Persian, as was said.

If you watched the show long enough Pikachu is content with itself while Meowth is soo pathetic he can't get enough experience since he hardly chooses to battle unless he gets the urge(he loses anyway).
