I`d say delcatty in competitive play because many people take advantage over Kecleon`s skill.

delcatty,you can just use a surf on kneclon and then a thunderbolt and it will faint

^ Although that may be true, people who don't have Medichan type PKMN...(Use a fighting type move, Super effective....Psychic type move, super effective...) It may be a good annoyer for those who don't.

Kecleon, definatly. Delcatty is a horrible pokemon, but Kecleon can actually manage to take on much better pokemon than itself fairly well.

I use both in my competitive team. Along with Ursaring, Dunsparce, Smeargle + Clefable(my comination of doom)
Decatty can paralyze and heal.
Kecleon can be cruel to your opponent's team.
It's up to you.

Delcatty's not that good, but Kecleon can be taken advantage of with dragon type attacks

Too many popular pokemon 2HKO Kceleon, assuming a physical sweeper doesn't Brick Break or HP Fighting him for the OHKO. Examples:
Charizard: Flamethrower --> Earthquake
Nidos: Sludge Bomb --> Earthquake
Dugtrio: HP Flying --> Rock Slide or Sludge Bomb --> Earthquake
Dodrio: HP Fighting --> Drill Peck
Starmie: Surf --> Thunderbolt
Aerodactyl: Rock Slide --> Earthquake or HP Flying --> Rock Slide
Zapdos: Drill Peck --> Thunderbolt
Dragonite: (PICK ANY TWO MOVES ... DRAGONITE LEARNS EVERYTHING)
...and that's just from the first set, not considering its two ubers.

If you only want one of them on your team pick Delcatty. Only for healing! Double Edge as it's attack. Wish, Aromatherapy(I think that is what it's called), Thunder Wave, Double Edge. Of course this only works well for me.
If you can have both in your team then have both. (Kecleon should get Trick/ Seismic toss/Flamethrower/ Shadow ball) At least that is what I put on it, and it works well for me. (Trick with Choice band)

I prefer Delcatty, since its Normal type isn't too weak against much, but I don't really use either.

Well Kecleon Trick with the Choice Band is really good. But I sadly won't be able to breed a Kecleon for my party so that is out of the question.
