Oh, we all know Squirtle is the most powerful. But let's ignore faulty writing and actually do some thinking :<

Combusken is obviously in first. Long range or short range, it doesn't matter, because Combusken is one powerful contender.

Munchlax is second; I don't care what you say, whether you like Munchlax or not, but it's worked long and hard, and despite its numerous losses, it's fought well and fought fair, and definitely worthy of taking second place.

And then Eevee. It's becoming a bit like Squirtle, but it's not all that bad, and I can tolerate it for the time being. I'm just waiting for a Saffron rehash with this little ball of fluff, though ;;

I agree somewhat, although Beautifly should be at least tied with Munchlax, and Skitty is more powerful than Eevee, (of what we've seen so far).

Bulbasaur is fairly middle ground, so I guess in between something or other.

My list of best pokemon for May to most best to least best:

Combusken
Uberfied Squirtle
Munchlax and Beautifly
Skitty and non-uberfied Squirtle (if that happens)
Eevee and Bulbasaur

So yeah, Combusken is the strongest pokemon, May has. It makes sense, Pikachu is one of Ash's best pokemon and is a starter pokemon...so is Combusken.

my personal favorite out of her Pokemon is still Eneko, but in terms of battle prowess and stuff, her best (assuming that's what this thread meant by "best"), it's definitely Wakashamo. Her Agehunt still seems like a damn good contender, but after Wakashamo learned Mega Kick and Overheat, it seems pretty hard to top.

Combusken pretty much outclasses every single one of her pokémon. By such a large margin infact, that you'd need a map to get from one end of the spectrum to another.
First of all, It's got incredible melee combat prowess in terms of both speed and power, as seen during it's fight against Breloom. That gives it a major advantage over all of Haruka's other pokémon, most of which tend to rely heavily on long-range attacks. The only other contender seemingly capable of hand-to-hand attacking would be Munchlax, but we haven't seen much of it's battling skills outside surprise Focus Punches and Solar Beam onslaughts. Even so, it's safe to assume that he's nowhere near the same level as 'syamo.
And then we have Combusken's barrage of powerful projectile attacks. Granted, it doesn't have the luxuary of weilding long-range moves that differ strongly from one another ie. Bulbasaur's Petal Dance vs. Vine Whip, but that's irrelevent anyway, considering the amount of damage each move is capable of inflicting.

Beautifly is still good enough to get a mention however. I'd even go as far as saying it might be on the same playing field as Combusken. It just operates in a completely different fashion due to it's aerial capabilities. I can't ignore it's accomplishments and tenacious battling style.
And as much as it pains me to admit it, Munchlax is up there too....somewhere.

The rest would probably go something like;

Bulbasaur/Skitty
Eevee

I'm not sure if you noticed it or not, but the question isn't "What's May's most powerful Pokemon", it's "Which is the best", which could also be concidered "Which is your favorite". So all-in-all, my reason is the best ever. :/ Deal with it.

And to prevent this from being SPAM, Eevee is my second favorite, since I stopped watching the show before it ever appeared, so I can't hate it.
